PHILADELPHIA—The National Board of Osteopathic Medical Examiners (NBOME), an independent, nonprofit organization that provides competency assessments for osteopathic medical licensure and related health care professions, announced the appointment of David Kuo, DO, associate dean of graduate medical education at Philadelphia College of Osteopathic Medicine, as Board Chair at the 2025 annual Board of Directors meeting in December.
Kuo is joined on the Executive Committee of the Board by John L. Goudreau, DO, PhD as vice-chair, and Elizabeth McMurtry, DO, as secretary-treasurer, both of whom were elected at the December meeting. All will serve a two-year term in these roles.

Kuo was elected to the NBOME Board of Directors in 2015 and served on the COMLEX-USA Composite Examination Committee (most recently as chair), and the Liaison Committee. He began his service to the NBOME as a physician examiner for the COMLEX-USA Level 2-PE. In 2006 he joined the Case Development Committee and served for several years as the National Faculty Chair for COMLEX-USA Level 2-PE. He received the Clinical Skills Case Author of the Year Award in 2010 and was elected to the Executive Committee in 2020. He served as Board Vice-Chair from 2023-2025. Kuo received his doctor of osteopathic medicine degree from PCOM and completed residency training in family medicine at PCOM. He is board certified in Family Medicine by the American Osteopathic Association and is a Fellow of the American College of Osteopathic Family Physicians.

Goudreau serves as associate dean for research at Michigan State University College of Osteopathic Medicine (MSUCOM), and as co-director of its DO-PhD training program. He has served for more than two decades in test development leadership position for the COMLEX-USA including as chair of COMLEX-USA Level 1 and Level 2-CE, and chair of the Clinical Decision-Making Subcommittee. He was elected to the NBOME Board in 2014 and to the Executive Committee in 2019 He participated in the Blue-Ribbon Panel for Enhancing COMLEX-USA (2010-2016) and has served as NBOME’s secretary-treasurer for two terms. He currently chairs the Finance Committee, the Artificial Intelligence in Assessment Task Force, and the Research Committee. Dr. Goudreau received his doctor of osteopathic medicine degree and doctorate in pharmacology and neuroscience through the DO-PhD program at MSUCOM. He completed neurology residency training and a movement disorders fellowship, both at the Mayo Clinic.

McMurtry is an emergency medicine physician and medical educator, currently serving as associate dean for clinical education at the Pacific Northwest University – College of Osteopathic Medicine. She first became involved with test development activities for the NBOME in 2016, writing and reviewing test questions for COMLEX-USA and COMAT exams. She was elected to the NBOME Board of Directors in 2018, and is a member of the Executive, Audit, and Finance committees. Dr. McMurtry received her doctor of osteopathic medicine degree from the Des Moines University College of Osteopathic Medicine. She completed residency training in emergency medicine at Scott and White Memorial Hospital – Texas A&M University Health Sciences Center in Temple, Texas.
